Gather Your Materials
The key material for this project is the printable tattoo paper. Once you have that, you're golden! All other materials are items you probably already have around your house. Also, it's important to note that there are a few different types of printable tattoo paper out there. Be sure that the type you purchase is compatible with your home printer. You'll also want to read the instructions on your tattoo paper thoroughly, before you begin the project, as instructions may vary from brand to brand.

Download and print out the envelope template onto a piece of cardstock. If you like, use a fun Valentine color to make the envelopes a little more festive! There are two envelopes per page. Once printed, cut around the exterior line of each envelope. Then make a crease, folding in the four sides on each of the four interior lines. Use double stick tape to secure the two side flaps together first, then fold the bottom flap up and tape. Leave the top flap open to insert tattoos.
After reviewing the instructions on your specific printable tattoo paper, download and print your tattoos. Most tattoo papers will have you print on the shiny side; it may be smart to do a test run on regular paper first to ensure that your settings and paper direction are correct. Once printed, you may have to wait for the ink to dry before applying a clear sheet over the tattoos. Again, refer to your individual paper instructions.
Use scissors to cut carefully around each tattoo, getting as close to the design as possible to eliminate blank space.
Stuff each envelope with a few tattoos! You may want to include a full set in each envelope, or just a selection of a few. Insert the tattoos into the envelopes and either tape them closed or secure them with a cute sticker. Use a pen to address the envelopes to your Valentines.
Wear Your Tattoos
Use the instructions on your specific tattoo paper to apply the tattoos to your Valentine or yourself! Most tattoos will have you remove the clear sheet, place the tattoo ink down on your skin, and cover with a damp cloth for 20-30 seconds, then peel away the backing. Have fun, Valentine!
